Amending Utah's gambling laws would require a constitutional amendment — a two-thirds vote in the legislature followed by a majority vote in a statewide referendum. Given the political composition of the Utah legislature and the consistent opposition from religious organizations, such an amendment is widely considered politically non-viable for the foreseeable future. Polling has consistently shown a majority of Utah residents oppose gambling legalization.
